There has been a lot of news recently about a network admin in San Francisco who went to prison for not handing the passwords to the city's network routers.
Infoworld has a really good article about the case, and all the "missteps and misunderstandings" in the case.
It looks to be more of an overprotective netadmin than somebody out for mischief.
