The Verano housing office has sent out an email from Resnet, clarifying their router policies.
This should remove any doubts about the use of routers in on-campus housing.
Not unusually, the Palo Verde housing office so far hasn't forwarded this email, indicating yet again that they are quite disorganized.
Since they hired a new Associate Director for Resident Life just yesterday, I hope this changes (although I am sceptic...)
Anyway, here is the email from Resnet:
Greetings,
The purpose of this email is to clarify ResNet's personal router policy. It has come to our attention that there remains some confusion about our policy, so we thought we would take a minute to send out an update.
ResNet does allow home wireless and wired routers. We simply cannot provide support, configuration, or setup of home routers but will allow them on the ResNet Network. We ask that you configure your routers in accordance with the manufacture's suggested configuration.
Any resident that chooses to hook up a wireless device will do so completely at their own risk with no expectation of assistance from Resnet. As in the past, any misconfigured device will be blocked due to their devastating affect on the network.

Update: On March 7, 5 days after Verano residents received this email, the Palo Verde housing office finally saw fit to let their residents know about this...
