I got an email today from Kevin Ansel, where he talks about the problems with the channel freezes and what is done to overcome that: exchanging the receivers with a new model.
Here it is:

Joachim,

I want to update you on the issue of the cable television channels freezing. As you know, this is a nation wide problem with DishTV. Universities across the country are experiencing the same problem. The different fixes that DishTV has been trying have not been successful. Our provider has informed us that DishTV is replacing the problematic receivers with a new model. They have assured us that this will resolve the freezing issue. The change out of the new equipment is a top priority. UCI will be one of the first Universities to receive the new equipment.

Thank you for your patients.

Kevin
